UPDATE: My London-based editor says they "dealt with him, which means the cat’o’nine tails and a month in the stocks." Anyone care to translate?
It's naval terminology. The cat is a reference to flogging, the stocks were a rather uncomfortable method of confinement. For example, you'd be kept in a sitting position with your hands bound to your legs around the ankles.
