A Question About the "24" Movie

Does the time-clock refer to Washington, D.C., time, or Africa time? Because, probably impossibly, there seems to be daylight in both places. In January.

Most of Africa is 5 or 6 hours ahead of D.C. So 3-5 p.m. (the time on the signature digital clock) there would be 9-11 or 10-12 a.m. in D.C., consistent with the characters in D.C. who were getting dressed, indicating morning.

And don't forget, that the day is also longer closer to (or possibly below) the equator. There is no time problem there, but I do think that the clock refers to where Jack is.
